They usually only sell by the doz so they make more profit. They all buy by the pound and sell by the doz. But i like to have minnows when the bite gets tough. I cant help with your question but all in all I think just about every bait shop gives you more than you pay for.

One at stockton gives me more than I pay for but just doesnt look like it. I live in springfield and to my knowledge there is nowhere to buy minnows between there and CC ramp. C-store in everton used to sell them but didnt always have any or the water was nasty and they would die.
